
If you do research you will now it was frostbite engine but that was updated and one of the game patchs updated the game frostbite how ever they never removed the lock 30 fps cap on the cutsceens this code basicly will overright that and allow the game to take full advantage of your framerates from 60 to more. Don't care what they say this fix works where cutsceens are black due to frame rate issues this has not only fixed black stuck cutsceens from talking to npcs and fixed the choppy cutsceens it also has made the gameplay much smoother. Fixing the problem would be a lot of work, and likely won't be patched (definitely not day one) unless other, more serious issues end up manifesting as a result of this system. So we synched the two during cinematics to work around this issue. This is done mostly because the animation system can behave oddly for complex animations if something happens that causes them to be updated asynchronously. At least they shouldn't, because the cinematic system isn't taking control. The conversations that you still have player control over won't do this. At least, the "full conversations' that are cinematic.
